In 2013, Reclaim Power was launched with a month of 580 actions in 60 countries. In 2014 more than 630 actions were carried out during a week of global mobilizations. This October 2016 Reclaim Power aims again to inspire and mobilize people from all walks of life in many countries for a variety of actions, and continue to contribute to building a powerful global movement for energy transformation.
Being aware about the communities living in these areas, we are also aware that energy is a vital to the realizations of people’s rights, social justice and sustainable economic development. But the world’s dominant energy system fails to meet the need more than 2 billion people around and have impact on health, livelihood and environment of many local communities hosting energy projects and infrastructure. Climate change is one of the gravest challenges faced by human kind due to current energy system. This year along with the coal gathering we are also introducing reclaim power campaign which aims at stop new dirty energy projects, end public handouts to dirty energy, direct funds and pursue a swift and just transition to democratic pro-poor, renewable and clean energy system for people and communities, stop excessive energy consumption by corporations and elites, ensure universal energy access for basic needs of people and communities, advance energy democracy that promotes solutions to the climate crisis, to energy poverty, and to the degradation of both land and people and upholds worker’s rights and protection.
The 5th coal and thermal power plant gathering in Dhanbad from 8-10 October 2017 to strengthen voice of communities in the coal bearing areas. Participants from different coal mining areas will be present for sharing, cross- exchange and discussion on exiting situations of communities and reflection on laws.
प्राकृतिक संसाधन क्षेत्रों में रहने वाले समुदायों को विभिन्न समस्याओं का सामना करना पड़ा है और अभी भी कर रहे हैं जैसे भूमि अधिग्रहण और विस्थापन, निर्बल पुनर्वास, अधिकारों का हनन, भूमि और वन आधारित जीवनशैली पर प्रभाव और उससे बढ़ती बेरोज़गारी, कामगारों और समुदायों के पर्यावरण और स्वास्थ पर दुष्प्रभाव और गरीबी | कोयले को कारखानों में ऊर्जा संबन्धित प्रयोग और थर्मल पावर प्लांट में बिजली बनाने के काम में लाया जाता है| लेकिन यह लगातार उपजाऊ भूमि पर खतरा बना रहता है, जैसे फ़्लाइ ऐश (राखड़ बांध) के लिए यह और भूमि के अधिग्रहण को प्रोत्साहन देता है| अवैध और अवैज्ञानिक खनन से बड़े स्तर पर प्रभाव दिख रहे हैं, जैसे झरिया और रानीगंज के विशाल और सबसे पुराने खनन क्षेत्र में ज़मीन धस रही है, लाखों की संख्या में लोग विस्थापित होते जा रहे हैं, बेघर हो रहें हैं और मर रहे हैं, पर उनके पुनर्वास का कोई ठिकाना नहीं | ऐसा ही हाल सभी कोयला क्षेत्रों का भी है जहां विस्थापन कोयला खनन के बढ्ने से और बढ़ रहा है | कारखानों और थर्मल पावर प्लांट में कार्यरत मज़दूर भी काम संबन्धित प्रभावों से अछूते नहीं रहे हैं, उन काम संबन्धित बीमारियों को नकारा जा रहा है और स्वास्थ निगरानी प्रक्रिया बहुत कमज़ोर और नाम मात्र है|
हालांकि कोयला घोटाला जब सामने आया तो प्राकृतिक संसाधनों को लूटने के खिलाफ काफी बहस हुई और बाद में सर्वोच्च न्यायालय ने भी फैसला दिया की सभी कोयला खदानों को अवैध और गलत ढंग से वितरित किया गया और सब कोयला खदान और खनन को बंद करने को कहा| फिर कोयले को नीलामी से आवंटित करने के लिए कोयला खदान (स्पेशल प्रावधान) अध्यादेश और कानून 2015 में लाया गया| रद्द हुए कई कोयला ब्लॉक / खदान नीलामी से पुनः आवंटित किए गए और रद्द हुए कोयला खनन की पर्यावरण सविकृति को नए मालिक को हस्तांतरण कर दिया गया| इस प्रक्रिया में समुदायों के उलझे मुद्दे उलझे ही रहे जो कई सालों से पीड़ा का विषय बने हुए थे|
