Major minerals lead the collection with 48.52 of the total collection under DMF, followed by coal at 41.50% and minor minerals at 9.98%.
- Among major coal producing states, Jharkhand leads the collection followed by Chhattisgarh. The third position is shared between Orissa and Madhya Pradesh. Telangana and Maharashtra follow at fourth and the fifth position respectively.
- In terms of major minerals, Odisha clearly takes the lead with 41.54 collection in this category and 1/5th in the overall collection for all minerals. Huge iron ore deposits as well as limestone and other minerals put the state in the top position. It is also to be noted that illegal mining penalties also run in thousands of Crore of Rupees.
- The second, third and fourth position is held by Rajasthan, Chhattisgarh, Karnataka and Jharkhand
- Telangana leads the collection in minor minerals followed by Rajasthan, Andhra Pradesh and Maharashtra.
- Among other mining states, Himachal owing to its limestone deposits has the largest share of collection from major mineral. Meghalaya shows the same trend. The coal operations by NECL in Assam lead the collection whereas the Supreme Court has termed coal mining in Meghalaya as illegal (non state actors) and hence the state loses upon any collection from that production.
- One can imagine the size of Uttarakhand and Bihar and compare their collection from minor minerals which is largely river sand, boulders-stones. It makes one think whether the replenishment rates of river bed material in Uttarakhand and its regular mining require a rethink on basin level river management?
- In terms of fund allocation, Odisha has the highest allocation of financial resources (collection, DMF) followed by other two mining states of Jharkhand and Chhattisgarh.
- Out of the total 1,48,766 number of project sanctioned, it is hard to even monitor the state of decision making for such projects i.e. whether they are meant for the welfare of the affected people and affected areas. Among these projects 8,780 stand cancelled. Maximum cancellation in Rajasthan and Chhattisgarh.
- In terms of amount spent against the amount allocated Chhattisgarh leads with 69.53% amount spent, followed by Goa (55%), Tamil Nadu (54.82%), Maharashtra (51.53%), Jharkhand (48.37%) respectively
- The portals of respective DMFs show the tabulated data on (not all states) projects but there is no overlap of affected areas vis-à-vis projects sanctioned as per the purpose of DMF.
